Quality Control for Scalable MPEG-2 Video over ATM Networks

Abstract

With the development of video coding and networks techniques, video transmission over networks are becoming more and more important. This paper describes the video quality control of pre-coded video distribution over ATM networks.

The traffic of MPEG video is usually variable bit rate. In general, the bitrate of I-frames or P-frames is more bursty. When transmitting over ATM networks, cell losses may occur due to network congestion. However, pre-coded video has less flexibility of video distribution over heterogeneous networks. Therefor, we propose an adaptive rate control method for pre-code video over ATM networks. It uses SNR and spatial scalability to encode video into multiple layers and detects the slice error from the decoder that indicates the network condition. Thus, It may adjust the layered video transmission based on slice error message and use prioritized transmission to match the information distributed between two layers (the base layer and enhancement layer) and usage parameter control (UPC) policing functions. The simulation results show that the quality control mechanism has more flexibility on rate control and maintains satisfactory video quality in heterogeneous networks.
