H.263 is the most popular video standard for video conference. In this work, we develop an H.263 video codec on LSI PCI/C80. In the porting process of H.263 to PCI/C80, many additional issues should be considered.

C80 has a higher speed in digital image processing than conventional general-purpose processors. The decoder is the first to be implemented. The decoding speed depends on the complexity and the mobility of the original video sequence. The motion compensation, inverse DCT, and variable length coding, are the most important factors which determine the decoding speed.
